  Recently, the Central Network Information Office issued the Notice on Further Strengthening the Relevant Work of Online Information Standardization of Entertainment Stars (hereinafter referred to as the Notice), aiming at further strengthening the online information standardization of entertainment stars, maintaining a good online public opinion order and creating a clearer cyberspace.

  In recent years, online pan-entertainment tendency and vulgar hype have been repeatedly banned. Bad cultures such as traffic supremacy, abnormal aesthetics and "rice circle" chaos have impacted mainstream values. Some online publicity information about stars is out of order, and gossip and privacy revelations occupy the headlines and hot search lists of the website platform, occupying a large number of public platform resources, which has been strongly reflected by the people. In order to further standardize the online information of entertainment stars and create a positive, healthy and upward network environment, the Central Network Information Office formulated and issued the Notice.

  The Notice puts forward 15 specific measures from four aspects: content orientation, information presentation, account management and public opinion mechanism, and strives to effectively regulate the online information of entertainment stars. The "Notice" requires that the online information content of entertainment stars should be strictly guided, positive guidance should be strengthened, and a negative list should be established. It is forbidden for online information of entertainment stars to contain contents such as advocating abnormal aesthetics, vulgar gossip, malicious criticism, false and untrue disclosure, and inducing irrational idolize. According to the attributes of information content, influence and other factors, the Notice divides the online information of entertainment stars into six types: performing works, personal dynamics, commercial activities, announcements, public welfare and authoritative release, and puts forward clear requirements for key links such as the first screen of the website platform, hot recommendations and hot search lists, so as to further standardize the online information presentation of entertainment stars. The Notice requires strengthening the management of accounts and subjects such as stars, brokerage companies (studios), fan groups (support clubs), entertainment public accounts, MCN institutions, etc., and standardizing the online information of entertainment stars from the source. At the same time, it requires the website platform to establish and improve the online public opinion monitoring, disposal and guidance mechanism for entertainment stars.

  The "Notice" emphasizes that local network information departments should attach great importance to strengthening the standardization of online information of entertainment stars, formulate detailed implementation plans in combination with the rectification of "rice circle" chaos, and guide and urge the website platform to implement various measures in order to achieve practical results.

In order to further standardize the online information of entertainment stars and create a positive, healthy and upward network environment, the relevant work measures are hereby notified as follows:

  First, strictly guide the content

  1. Strengthen positive guidance.Strengthen the information-oriented management of entertainment stars on the Internet, and publish and disseminate online information of entertainment stars to abide by laws and regulations, follow public order and good customs, adhere to correct public opinion orientation and value orientation, carry forward socialist core values, and adhere to healthy style and taste.

  2. Create a negative list.The online information of entertainment stars shall not contain contents explicitly prohibited by laws and administrative regulations, and shall not promote bad values such as the supremacy of traffic, abnormal aesthetics, extravagant enjoyment, showing off wealth and worshipping money, and shall not engage in vulgar speculation on scandals and render the secret details of emotional disputes of stars, or expose, buy or sell personal privacy such as star identity information, home address and itinerary information without authorization, or publish celebrity artists and their works in batches, or conduct malicious marketing or brush control evaluation. It is not allowed to publish false and untrue information about stars, misinterpret and slander, spread rumors and discredit, create momentum for the return of celebrity artists who have lost their morality, wash the ground and publicize, and not provoke fan groups to tear each other, attack each other, or stimulate and induce fan groups to over-consume, illegally raise funds, and irrationally fight for help.

  Second, standardize information presentation

  Refine the online information classification of entertainment stars, strengthen the management of key links, and strictly regulate the online presentation of entertainment star information.

  3. Performing arts information,Specifically, it includes star movies, music, variety works and related propaganda, clips, deduction, comments, etc. In principle, it will spread naturally, but it shall not be presented in the key links specified in Article 11 of the Regulations on Ecological Governance of Network Information Content. If it contains the personal logo of the star, in the first screen of the home page, hot recommendation, hot search list and other links, the same star can only present one at the same time in principle.

  4. Personal dynamic information,Specifically, it includes the daily life, itinerary dynamics, interest preferences, family members, etc. In principle, it is not presented in the key links stipulated in Article 11 of the Regulations on Ecological Governance of Network Information Content.

  5. Business activity information,Specifically, it includes celebrity advertising endorsement, brand cooperation, commercial promotion, etc. In principle, it is only presented in the advertising position of each website platform, and the advertising words should be marked in a prominent position.

  6. announcement information,Specifically, it includes star rights protection, response, clarification, announcement, etc. In principle, it is naturally disseminated, but the announcement information of the same star and the same event can only be presented in principle at the same time in the key links specified in Article 11 of the Regulations on Ecological Governance of Network Information Content.

  7. Public welfare information,Specifically, it includes the participation of stars in public welfare activities, rescue and positive energy propaganda, etc. In principle, it will spread naturally, but it is not allowed to maliciously speculate on hot spots for marketing hype.

  8. Authoritative release of information,Specifically, it includes the statements, responses, announcements and public opinion supervision of state organs, mainstream media, industry associations and other events related to stars, which are naturally disseminated in principle.

  Third, strengthen account management

  9. Standardize the account name, avatar and profile.The names, avatars and profiles of entertainment stars, brokerage companies (studios), fan groups (support clubs) and entertainment public accounts shall not contain information such as revealing the privacy of the stars explicitly or implicitly, and shall not contain information such as inciting mutual tearing and abuse, and it is strictly forbidden to release information in disguise by changing the name, avatar and profile during the silence period.

  10. Classified monitoring and management of star accounts.All platforms should fully understand the registration base of star accounts, manage star accounts at different levels according to the number of fans, communication ability and credit evaluation, and report relevant information to the network information department regularly. Establish a list of key attention directories of each platform, and conduct real-time monitoring and dynamic early warning for star accounts that have reached a certain number of fans and communication ability. For hot and sensitive social topics, release star accounts with biased rhythm, confusing and inciting extreme emotional information content, take timely disposal measures, and report to relevant competent departments.

  11. Strictly manage the account of celebrity artists who violate the law and lose their morality.Take joint disciplinary measures against illegal and immoral star artists, and unify the standards throughout the network to prevent illegal and immoral star artists from shifting their positions and "curving back".

  12. Strict account management of star brokerage companies and fan groups.Strengthen the account authentication audit of star brokerage companies (studios). In principle, the same brokerage company (studio) can only register one account on the same platform. The fan group (support club) account must be authorized or certified by the star brokerage company (studio), which is responsible for daily maintenance and supervision and management. No unauthorized individual or organization is allowed to register a star fan group account.

  13. Strictly dispose of entertainment marketing accounts and their affiliated MCN institutions.For entertainment public accounts that are organized or published in batches, such as false information about stars, malicious smearing, stepping on the war, or conducting brush control and evaluation, malicious marketing hype, the punishment will be severely punished. According to the seriousness of the circumstances, MCN institutions and other accounts under its jurisdiction that violate laws and regulations are jointly responsible for disposal, and measures such as banning words, restricting search, and restricting commercial promotion income are taken.

  Fourth, strengthen the disposal of public opinion monitoring

  14. Establish a monitoring and disposal mechanism.The website platform should establish an online information public opinion monitoring mechanism for entertainment stars, find out the hot public opinion signs such as handling emotional disputes of breaking stars, breaking stars suspected of illegal and criminal acts, and group conflicts involving fans in time, and report to the competent authorities. Clues involving cyber violence, trouble-seeking, etc., and timely notify the public security department.

  15. Strengthen public opinion guidance.In view of the online hot public opinion of entertainment stars, the website platform should review the identity of the relevant account subject, and clearly mark the true identity of the account subject that cannot be verified. At the same time, according to the nature of public opinion events, the stars are urged to speak through official accounts to guide fans to treat them rationally and prevent public opinion from continuing to ferment.

  All localities should attach great importance to strengthening the standardization of online information of entertainment stars, formulate detailed implementation plans in combination with the rectification of "rice circle" chaos, and guide and urge local website platforms to implement various measures in order to achieve practical results.
