　　Cctv newsAccording to the news of WeChat official account WeChat, in 2022, the General Administration of Market Supervision organized a national supervision and spot check on the quality of electric bicycles and electric bicycle batteries. The spot checks are hereby notified as follows:

　　I. Basic information

　　(1) General situation of spot check.This time, 295 batches of electric bicycles and electric bicycle battery products produced by 262 enterprises were randomly selected. Two batches of products are suspected of counterfeiting and have been handed over to the market supervision department where the enterprise is located. A total of 295 batches of products produced by 262 enterprises were inspected, and 62 batches of products were found to be unqualified (see Annex 1 for details), and the unqualified rate of random inspection was 21.0%.

　　(2) Tracking spot checks.In this follow-up spot check, there are 24 unqualified enterprises in the last spot check, 7 enterprises are still unqualified in this spot check (see Annex 2 for details), and 17 enterprises are qualified.

　　Second, the analysis of spot check results

　　(1) The unqualified rate of spot check of electric bicycles is 20.5%.This time, 195 batches of products produced by 195 enterprises in 13 provinces (autonomous regions and municipalities) were randomly selected in the circulation field, and one batch of products was suspected of counterfeiting, which was handed over to the market supervision department where the enterprise was located. Among the 195 batches of products from 195 enterprises inspected, 40 batches of products were found to be unqualified, and the unqualified rate of spot check was 20.5%, which was 4.4 percentage points lower than that of the last spot check. The unqualified rates of this product in recent 3 years were 15.1%, 24.9% and 20.5% respectively.

　　This spot check focuses on 10 items such as speed limit, braking performance, vehicle quality, structure, speed warning sound and fire prevention performance. Except for the braking performance item, all other items are unqualified. According to the analysis of technical institutions, the main reasons for the disqualification are as follows: First, the quality control of production enterprises is not strict, the factory inspection is not in place, and there are phenomena such as the speed exceeding the standard requirements, no prompt sound, and less wrong parts; Second, the consistency of parts used by production enterprises is not good, and there are quality differences in the same batch of products.

　　This spot check mainly involves the production enterprises in Tianjin, Jiangsu and Guangdong, which are industrial clusters. 79 batches, 56 batches and 21 batches of products were randomly checked, and the unqualified rates were 24.1%, 10.7% and 28.6% respectively.

　　(2) The unqualified rate of battery spot check of electric bicycles is 22.0%.Electric vehicle batteries are the power source on electric bicycles, and most of them are lead-acid batteries or lithium-ion batteries. This time, 100 batches of products produced by 67 enterprises in 17 provinces (autonomous regions and municipalities) were randomly selected in the circulation field. One batch of products is suspected of counterfeiting and has been handed over to the market supervision department where the enterprise is located. Among 100 batches of products from 67 enterprises, 22 batches were found to be unqualified, and the unqualified rate of spot check was 22.0%.

　　This spot check focused on 19 items such as 2hr capacity, high current discharge, energy density, low temperature capacity, fast charging capacity, explosion-proof capacity, short circuit and overdischarge. The unqualified items of lead-acid battery products involve low temperature capacity, 2hr capacity, large current discharge and energy density. The unqualified items of lithium-ion battery products involve 2hr capacity, I2(A) discharge, overcharge, short-circuit protection, low-temperature discharge, flame retardancy of shell and discharge overcurrent protection. Through the analysis of technical institutions, the main reasons for unqualified products are as follows: first, the actual capacity of products can not reach the nominal rated capacity; Second, the quality control of key production processes, key raw materials and key components is not strict.

　　This spot check mainly involves the production enterprises in Zhejiang, Jiangsu and Guangdong provinces, and 22 batches, 11 batches and 15 batches of products were spot-checked respectively, with the unqualified rates of 9.1%, 9.1% and 73.3% respectively.

　　III. Relevant requirements

　　In view of the problems found in the national supervision and spot check of product quality, the market supervision bureaus (departments and committees) of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps should do the following work:

　　(1) Strengthen the processing of spot check results.In accordance with the "People’s Republic of China (PRC) product quality law", "Interim Measures for the administration of product quality supervision and spot checks" and other provisions, do a good job in handling the results of supervision and spot checks. Seal up and detain unqualified products according to law, order unqualified product sales enterprises to stop selling the same product, comprehensively clean up and dispose of unqualified products in stock according to law; Ordered unqualified product manufacturers to stop producing and selling the same product, and made clear the rectification requirements, urged the implementation of rectification measures, and timely organized re-examination. Those suspected of committing crimes shall be promptly transferred to judicial organs. Incorporate serious illegal and untrustworthy enterprises into the list management of serious illegal and untrustworthy enterprises according to law. The results should be entered into the e-CQS system in time and submitted to the General Administration. The General Administration will strengthen the follow-up and supervision, and inform the local authorities of the handling of the results as appropriate.

　　(two) to carry out special quality management and follow-up supervision.The market supervision departments of Tianjin and Guangdong should carry out special quality rectification for electric bicycles and electric bicycle battery industrial clusters, and the market supervision departments of Zhejiang and Jiangsu should carry out quality tracking supervision for electric bicycle batteries, strengthen supervision and inspection of key enterprises within their jurisdiction, comprehensively use various means, maintain a high-pressure situation of quality supervision, seriously deal with quality violations, and strive to improve the quality level.

　　(three) to supervise the implementation of the main responsibility.Inform the local government and relevant departments of the unqualified products in this spot check, take effective measures to urge enterprises to implement the main responsibility of product quality and safety according to law, guide enterprises to organize production in strict accordance with standards, and safeguard product quality and safety.

　　(4) Strengthen quality and technical assistance.Organize relevant industry organizations and technical institutions to help enterprises find out the reasons, put forward improvement measures and solutions, and promote the improvement of industry quality.
