General Administration of Customs: Allow the import of Russian wild aquatic products that meet relevant requirements.

CCTV News:According to the news released by the Customs on November 8, the General Administration of Customs issued an announcement that Russian wild aquatic products that meet the relevant requirements will be allowed to be imported from now on according to the laws and regulations of China and the requirements of the General Administration of Customs of the People’s Republic of China and the Russian Federation Veterinary and Phytosanitary Supervision Bureau on inspection and quarantine and veterinary hygiene of Russian wild aquatic products exported to China. I. Inspection and Quarantine Basis

  (1) People’s Republic of China (PRC) Entry-Exit Animal and Plant Quarantine Law, People’s Republic of China (PRC) Entry-Exit Animal and Plant Quarantine Law Implementation Regulations, People’s Republic of China (PRC) Import and Export Commodity Inspection Law Implementation Regulations of People’s Republic of China (PRC) Import and Export Commodity Inspection Law Implementation Regulations of People’s Republic of China (PRC) Food Safety Law and People’s Republic of China (PRC) Food Safety Law Implementation Regulations;

  (2) Measures for the Administration of Import and Export Food Safety in People’s Republic of China (PRC) and Regulations on the Registration of Overseas Production Enterprises of Imported Food in People’s Republic of China (PRC);

  (3) Protocol between the General Administration of Customs of the People’s Republic of China and the Veterinary and Phytosanitary Supervision Bureau of the Russian Federation on Inspection, Quarantine and Veterinary Hygiene Requirements for Russian Wild Aquatic Products Exported to China (hereinafter referred to as the Protocol).

  Second, the scope of imported products

  Wild aquatic products refer to wild aquatic biological resources for human consumption, that is, aquatic animal and plant products such as fish, aquatic invertebrates, aquatic mammals, algae, etc., excluding species, live aquatic animals and aquatic animal breeding materials listed in the appendix of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) of March 3, 1973 and the national list of key protected wild animals in China.

  Third, the production enterprise requirements

  Production enterprises exporting wild aquatic products to China (including fishing boats, processing boats, transport boats, processing enterprises and independent cold storage) should meet the requirements of China and Russia’s relevant veterinary hygiene and public health regulations, and be approved by Russian officials and effectively supervised by them.

  According to the Food Safety Law of People’s Republic of China (PRC) and the Implementation Regulations of the Entry-Exit Animal and Plant Quarantine Law of People’s Republic of China (PRC), the production enterprises exporting wild aquatic products to China shall be recommended for registration by the Veterinary and Plant Health Supervision Bureau of the Russian Federation (hereinafter referred to as Russia) to the General Administration of Customs of the People’s Republic of China (hereinafter referred to as China). Without registration, it may not be exported to China.

  Iv. requirements for imported products

  Russia should ensure that wild aquatic products exported to China meet the following conditions:

  (1) Aquatic biological resources legally caught in the waters, territorial seas, continental shelf, convention areas and high seas of the Russian Federation.

  (two) raw materials and products are not in the following areas:

  1. Aquatic animal diseases related to Protocol products listed in the List of Quarantine Diseases of Entry Animals in People’s Republic of China (PRC) and required to be notified by the World Organization for Animal Health (WOAH) occurred in Russian territory, which made wild aquatic products exported to China infected or possibly infected;

  2. Any major food safety incident in Russia has affected or may affect wild aquatic products exported to China;

  3. The wild aquatic products that Russia has exported or intends to export to China seriously violate the laws and regulations of China and Russia and the provisions of the Protocol;

  4. Major public health events occur in production enterprises, such as employees infected with major infectious diseases, which have polluted or may pollute wild aquatic products exported to China and their packaging and transportation tools;

  5. The fishing area is affected by pollutants, such as radioactive pollutants, which have polluted or may pollute wild aquatic products exported to China.

  (3) Not directly or indirectly using drugs or additives prohibited by both parties; Using drugs or additives restricted or allowed by the Chinese side according to regulations; After inspection by the competent authorities, no pathogenic microorganisms, toxic and harmful substances and foreign bodies listed in China and Russian laws and regulations were found.

  (4) All wild aquatic products exported to China have passed the quarantine inspection by the competent Russian authorities, and are hygienic and safe for human consumption. No aquatic animal diseases listed in the List of Quarantine Diseases of Entry Animals in People’s Republic of China (PRC) and required to be notified by the World Organization for Animal Health (WOAH) have been found.

  (5) The whole process of fishing, processing, packaging, storage, transportation, transit and export shall meet the relevant hygiene requirements and traceability requirements of both parties. At the same time, it meets the relevant safety and hygiene requirements of cold chain food.

  V. Certificate requirements

  Every container of wild aquatic products exported from Russia to China should be accompanied by at least one original veterinary (health) certificate, which proves that this batch of products conforms to the veterinary and public health laws and regulations of China and Russia and the relevant provisions of the Protocol. The Russian side should fill in the information of production enterprises involved in the whole process of fishing, processing, packaging, storage, transportation, transit and export, including the names and registration numbers of fishing vessels, processing vessels, transport vessels, processing plants and independent cold storage on the veterinary certificate.

  The certificate is printed in Chinese, Russian and English (English is the required language when filling out the certificate). The format and content of the certificate must be approved by both parties in advance. The Russian side shall promptly provide the Chinese side with the sample certificate, official seal and handwriting style of the signing officer for the record. If there are any changes, the Russian side should file with the Chinese side at least one month before the entry into force.

  Six, packaging and labeling requirements

  Russian wild aquatic products exported to China should have outer packaging and separate inner packaging (except for further processing). Internal and external packaging should be brand-new materials that meet international hygiene standards and meet the requirements of preventing pollution from external factors.

  There should be firm, clear and legible labels in Chinese and English on the internal and external packages, including: trade name and scientific name, specifications, production date, shelf life, batch number, preservation conditions, production method (wild fishing), name and registration number of the production enterprise, production area, address of the production enterprise (specific to state/province/city) and destination (marked as People’s Republic of China (PRC)).

  For wild aquatic products exported to China in the form of pre-packaging, the pre-packaged Chinese label shall meet the label requirements of China imported from prepackaged foods.

  VII. Other requirements

  China Customs implements import inspection and quarantine on wild aquatic products exported to China.

  Non-conforming products will be returned, destroyed or otherwise disposed of in accordance with the laws and regulations of China. China will take measures such as strengthening inspection and quarantine or suspending imports for production enterprises that have serious problems or repeatedly failed to meet the requirements.
